Establishment, Competences and Organisation Structure of the Czech Telecommunication Office (CTO)
The Czech Telecommunication Office (“the Office”) was established on the basis of Act No. 127/2005 Coll., on Electronic Communications and on Amendment to Certain Related Acts (the Electronic Communications Act) (the “Act”) as at 1 May 2005 as a central administrative body for the execution of state administration in matters set out in the Act, including market regulation and definition of the conditions for business activities in the areas of electronic communications and postal services.

Organisation Structure of the CTO
Like other central bodies of state administration, the CTO has a separate chapter in the state budget. The CTO is an accounting entity.
The CTO has a five-member CTO Council (“the Council”). The Chairperson of the Council is one of those five. The members and the Chairperson of the Council are appointed and withdrawn by the Government of the Czech Republic on proposal submitted by the Minister of Industry and Trade of the Czech Republic. The Council members’ term of office is five years. One member of the Council is appointed every year. A member of the Council is appointed the Chairperson of the Council for the period remaining to the end of his/her term but not for longer than three years.
Prague is the seat of the CTO. The CTO performs its functioning through the units i. e. sections, departments and divisions. The Departments for the South Bohemian, West Bohemian, North Bohemian, East Bohemian, South Moravian and North Moravian regions are detached units of the CTO located outside Prague.
