Office Activities related to CEPT

Through its representatives, the Czech Telecommunication Office (hereinafter "the Office") also ensures professional preparation and participation at the meetings of the managing and working bodies of the European Conference of Postal and Telecommunications Administrations (CEPT), particularly in the activities of the European Electronic Communications Committee (ECC), which was formed through the merger of the European Radiocommunications Committee (ERC) and the European Committee for Telecommunications Regulation Affairs (ECTRA). The reform of the CEPT, achieved as a result of the efforts to improve the effectiveness of CEPT’s activities and to strengthen its position within the European context, was approved in 2001, and CEPT bodies continue improving its organisation structure and methods of work. The Office also plays an active role, in particular, in the harmonisation of the use of the radio spectrum. By preparation and updating of the national frequency plans is the Office filling the long-term intent of European countries’ telecommunication administrations, members of the CEPT, to achieve, by 2008, a high degree of conformity in allocation of the frequency bands to radiocommunication services and of the utilisation of these bands.

The Committee for European Postal Regulations (CERP) is another part of the CEPT. Its mission is to co-ordinate the activities of European regulatory bodies. CERP’s activities are specifically focused on exchange of experience, discussion on regulation methodologies and formulation of a unified European policy within the World Postal Union etc. The Czech Telecommunication Office (CTO) became regulator of postal services on 1 April 2005. The model of postal service regulation, which is mandatory for EU Member States on the basis of Directive No. 97/67/EC on the common rules for the development of the internal market of the Community postal services and the improvement of quality of service, has also been accepted as standard in the remaining European countries. CERP meetings are therefore regularly attended by representatives of the Commission to discuss the issues related to the implementation of the Directive.
