The CTU’s electronic mailroom is designed for the reception of electronic submissions excluding collective submissions of the entrepreneur subjects working in the field of electronic communications.

Below mentioned electronic addresses of e-mailrooms for regional departments of the CTU were established on 1 July 2006 to receive collective submissions in the matter of the decision of dispute on fulfilment of the payment obligation by the entrepreneur subjects working in the field of electronic communications.

Submissions of applications of consumers (individuals not engaged in business) in a dispute in electronic communications or postal services can be made directly via e-mail address spotrebitelskespory@ctu.cz. For submissions, it is suitable to use form no. 2 “Objection to the settlement of a claim for failure to provide/poor provision of a service”,  or no. 3 “Other Disputes”.

Electronic Submission Options

  2. By means of the data mailbox (identifier a9qaats)
  3. Use of a technical data carrier (diskette 1.44 MB, CD). The data carrier can be delivered to the mailroom of the Czech Telecommunication Office, Sokolovská 219, Prague 9. The days and hours when the CTU mailroom is open are:
     
    Monday, Wednesday 7.45 − 17.00 hod.
    Tuesday, Thursday 7.45 − 16.15 hod.
    Friday 7.45 − 14.45 hod.

 

Your enquiries concerning the operation of the electronic mailroom can be sent to the electronic address of the mailroom or to the CTU’s delivery address.

Requirements for Electronic Submissions

 

Acceptable electronic submission formats are set in the Annex No. 3 of the Decree No. 194/2009, laying down the details of using and operation of Information system of Data Boxes, as amended.

One e-mail message (or one technical data carrier) may only contain one submission.
If a submission consists of more than one electronic document, the document representing the submission as such must be distinctly identifiable from the additional electronic attachments thereto.
The maximum total size of one electronic submission (including any attachments) is 10 MB.

Receiving and processing of electronic submissions

Received electronic submissions will subsequently go through the prescribed checks, e.g. in terms of their readability, presence and validity of electronic signature (if required), or to check for the presence of a virus.

Electronic signature

A recognized electronic signature is based on a qualified certificate of an accredited provider of certification services. Regarding receiving of submissions at CTU, these are the certificates of certification authorities by which accreditation was granted for carrying out the activities of an accredited provider of certification services:

 

Rules for confirming delivery of electronic submissions

The electronic mailroom will inform the sender of the delivery of a submission to the electronic mailroom via an email message (confirmation) on receiving the submission, so long as it is possible to ascertain the electronic address of the sender from the received electronic submission. In this massage shall also be listed the identification data of the submission, which shall also include the electronic signature of the employee of the mailroom.
If the submission does not pass through any of the aforementioned checks, it will not be accepted by the mailroom, and if the electronic address of the sender can be ascertained from the received date message, the reason for not accepting it shall be specified in the confirmation.

Procedure in the event of detection of malicious software or format error in a received data message

A data message in which malicious software was detected, or which has a format error, shall not be processed. If the electronic address of the sender can be ascertained from the received date message, a message shall be sent to this address about malicious software being detected.

Principles for electronic submissions according to which legal acts can be carried out toward CTU in electronic form, and the requisites of such acts

a) Act No. 500/2004 Coll., Administrative Procedure Code, as amended

 

  • Submissions made electronically must be signed by the recognized electronic signature based on a qualified certificate issued by an accredited certification services provider (Section 37, paragraph 4, Act No. 500/2004 Coll.). Anyone who makes a submission in electronic form signed by a recognized electronic signature shall also specify the certification services provider who issued their certificate and keeps a record of it, or they shall attach the certificate to the submission (Section 37, paragraph 5, Act No. 500/2004 Coll.).
  • If a submission made in electronic form is not signed by a recognized electronic signature, it must be confirmed within 5 days, or supplemented in writing, verbally into a protocol or electronically with a recognized electronic signature (Section 37, paragraph 4, Act No. 500/2004 Coll.).
  • It must be evident from the submission who is making it, what matter it relates to and what it is proposing (Section 37, paragraph 2, Act No. 500/2004 Coll.).

In order to simplify certain electronic submissions pursuant to Act No. 500/2004 Coll., Administrative Procedure Code, as amended, forms (zfo format) are available that can be sent to the electronic mailroom after they are filled-in.

b) Act No. 280/2009 Coll., Tax Code, as amended

 

  • Electronic submissions in matters of fees can be made via a data message with a recognized electronic signature, or that is sent via a data box (Section 71, paragraph 1, Tax Code).
  • The effect of a submission has also an act made toward a tax administrator using a data message without a recognized electronic signature, or using other transmission techniques which the tax administrator is able to receive, if such a submission is confirmed within 5 days from the date when the tax administrator received it, or repeatedly supplemented in the manner described above (Section 71, paragraph 3, Tax Code).

c) Request to provide information pursuant to Act No. 106/1999 Coll.,
    on Free Access to Information, as amended

 

  • It must be evident from the submission for which obligatory entity it is intended, who is making it, as well as the electronic address of the applicant (Section 14, paragraph 2 Act No. 106/1999 Coll.).

Such a request does not have to be signed by a recognized electronic signature.

An electronic submission sent to the Office whose requisites are not regulated by a legal regulation does not have to be signed by a recognized electronic signature.
