Assessment of the impact of ECN capacity on the performance of IAS

CTU performs, within its competencies, measurements and evaluation of ECN data parameters.

Assessment of the impact of network capacity on the performance of internet access services is specified in the methodology “Methodology for assessment of the impact of electronic communications networks capacity on the performance of internet access services, version 1.0”. This methodology may be applied by CTU in for tasks defined by competencies – i.e. inspection activities in relation to the provision of internet access service (Regulation (EU) 2015/2120, Article 5 (2)) – or for other inspection activities based on an individual claim related the ECN capacity, or for evaluating network infrastructure to be part of a subsidised ECN deployment (backhaul, VHCN, NGA).

The purpose of this methodology is to describe and unify the procedure for assessment of the impact of ECN capacity, in particular in the segment of distribution or access electronic communications network, on the performance of internet access services, or in other words, impact on the actually achieved speed. The methodology follows from the “Methodology for Measurement and Evaluation of Data Parameters of Fixed Electronic Communications Networks" and "Methodology for Measurement and Evaluation of Data Parameters of Mobile Electronic Communications Networks“, while respecting the general authorisation no. VO-S/1/08.2020-9 which stipulates conditions for the provision of electronic communications services. This CTU methodology is published here (note: temporarilly only in Czech version) to transparently indicate procedures which CTU will follow during its inspection activities.
