Comparative overview of actual prices of international roaming

Regulation (EC) 717/2007 of the European Parliament and of the Council was adopted in 2007 and later amended by Regulation (EC) 544/2009 on roaming. A third version, Regulation (EU) 531/2012 on roaming, was adopted in 2012. Its amendment from 2015, Regulation (EU) 2015/2120, imposed an obligation on operators to charge from 30 April 2016 to 14 June 2017 the same price for a consumption of roaming voice, SMS and data services as is charged for domestic services possibly increased only by a surcharge permitted by the Regulation. Following from 15 June 2017, consumed roaming services within the Fair User Policy (FUP) should be charged without any surchages. The Roaming Regulation is applied in the member stater of the European Union, Liechtenstein, Iceland and Norway.

Following the amendment of the Roaming Regulation and publication of the Commission Implementing Regulation (EU) 2016/2286 of 15 December 2016 on the application of fair user policy and on the methodology for assessing the sustainability, BEREC prepared Guidelines for implementation of the Regulation and the Implementing Regulation.
