FRAMEWORK POSITION of the Czech Telecommunication Office to comments on the proposal of basic principles of the tender procedure for the awarding of rights to use radio frequencies in the 700 MHz band
The Czech Telecommunication Office (hereinafter referred to as "the Office"), to ensure full transparency of the forthcoming tender in the frequency band 700 MHz, published on 1 June 2018 the draft of the basic principles of the tender procedure for awarding of rights to use radio frequencies in the 700 MHz band.
In connection with the received comments, the Office has been involved in expert consultations both with the interested parties, the Office for the Protection of Competition, The Czech Technical University in Prague, as well as with the representatives of the Ministry of the Interior. The Office points out that negotiations with representatives of the Ministry of the Interior are not terminated by the date of publication of this framework position.
On the basis of the current state of the negotiations, the Office has prepared a framework position for the settlement of the comments which is now published. The framework position is based on the conclusions of the evaluation of the received comments so far, respecting the declared objectives of the tender procedure. The expert knowledge will be used by the Office in the next process of preparation of the tender procedure.
The Office repeatedly notices that the process of preparation of the tender will be formally started by launching a public consultation on its conditions according to the Section 130 of Act No. 127/2005 Coll., on Electronic Communications and on Amendment to Certain Related Acts, as amended.
