PRESS RELEASE: Meeting Report of the Council of CTU from Week 30, 2019

Prague, 24 July 2019 – The Council of the Czech Telecommunication Office acquainted with the decision of the European Council on the provided Three criteria test (T3K) of the mobile mass market. Despite certain objections and remarks to some evidences on fulfilment of all criteria for possible ex ante regulation of the market, the Commission allows CTU to deal with it on its own.

The Council will continue to extend a list of relevant markets by mobile mass market and will use the Commission’s remarks to enhance the analysis itself.

Furthermore, the Council discussed proposal of amendment of Decree No. 466/2012, Coll., setting the procedure of the Czech Telecommunication Office to calculate costs on fulfilment of universal service obligations. The aim is to amend the procedure of setting claim to appropriate profit of the postal licence holder, so it is in accordance with the requirements of the European Commission.

The Council of CTU also accepted information on the current state of the legislation, amendments in preparation and their impact on the activities of CTU.

The members of the Council were also acquainted with the results of the evaluation of complaints and inquiries made by the electronic communications and postal services users in the second quarter of 2019.
